In 1940 at a nursing convention in Philadelphia, an interested group of registered nurses were invited to a luncheon conference, sponsored by the Ballard School (the first practical nursing school in the United States), to discuss legal status of association. Guests included Etta Creeg , Director of the first school of practical nursing in Ohio then known as the Family Health Association of Cleveland, now known as the Central School of Practical Nursing, still in existence today and Hilda Thorp, President of NAPNES.

In 1941 during the National League of Nursing Convention in Chicago, 28 registered nurse participated in a meeting to organized the association of practical nursing schools.

In 1942 the National Association for Practical Nurse Educational and Service (NAPNES) was incorporated in the State of Ohio.

In 1945 NAPNES accreditation consultant service was instituted as a means of giving recognition to practical nursing schools in states where there was no license law – hence no approving authority for schools of practical nursing. This was the dilemma of Ohio.

In 1946, the Board of Directors of NAPNES endorsed the policy of A.N.A. recommending each state consider legislation leading to the licensure of practical nursing. NAPNES urged that practical nurses opinion and support be sought and the practical nurses be appointed to the Board of Nurse Examiners where practical nurses were already licensed and that uniformity between States be developed. The large five pointed dark red star super-imposed on the map of Ohio stands for health and the cluster of acorns for strength.
